Facing Severe Drought Conditions, Newsom Hesitant to Implement Mandatory Water Restrictions

Just a few short years after the last drought, California seems to be confronting even worse conditions in less time. Earlier in the year, Governor Gavin Newsom declared a drought emergency in 50 of California’s 58 counties and called on all local governments to implement voluntary 15% water cutbacks. This request, however, has gone largely ignored, leading to the possibility of mandatory water restrictions in as soon as six weeks from now.

Governor Unveils New Tiered Structure for Economy Under COVID-19

Governor Gavin Newsom unveiled the Blueprint for a Safer Economy, a plan for living with COVID-19 that implements stringent and slower processes for statewide response to the pandemic. The plan imposes risk-based criteria on tightening and loosening COVID-19 allowable activities and expands the length of time between changes to assess how any movement affects the trajectory of the disease.

Work Comp Presumption Compromise?

On top of everything else, it looks like some California employers will get stuck footing the bill for COVID-19 related claims under a workers’ compensation presumption bill working its way to the Governor in the final few days of the legislative session.  SB 1159 was just amended with language dubbed a “compromise” between sets of draft amendments presented to the Governor’s office recently by organized labor groups and a coalition of employers, insurers, self-insurers, and public entity groups.
