A Uniting Force in the Swimming Pool and Spa Industry
Promoting, Protecting, Partnering, and Providing Professionalism
CPSA is the association that unites all professionals in the swimming pool and spa industry under one umbrella. Together, we promote businesses, protect industry interests at the state level, create swimming pool and spa industry partnerships for success, and provide professionalism-enhancing opportunities for members to grow. Our members include California’s swimming pool and spa builders, swimming pool and spa service companies, manufacturers and distributors, and other industry associations. CPSA adheres to a mission statement and code of ethics that support the swimming pool and spa industry in the state of California.
Protecting Swimming Pool and Spa Industry Rights
CPSA is the only pool industry association in California registered to lobby the California State Legislature, the Governor’s Office, and state and regulatory agencies. Government presents businesses with more serious challenges today than they can successfully handle individually. In the critically important California market, government intrusion, mandates, regulations, challenges, lawsuits, and obsessive legislation continually threaten CPSA members’ bottom line. CPSA plays a critical role in educating government officials on critical pool and spa industry issues including water safety, unlicensed contractor abatement, child drowning prevention, and Virginia Graeme Baker Act enforcement, and many more.
CPSA Members Are Represented and Protected
Every local, regional, and national pool and spa trade association active in California has an official representative serving on CPSA’ Board of Governors. This guarantees the widest possible industry base for CPSA’s governmental education policies and industry “protect” programs. Membership dues and voluntary contributions provide the necessary financial support for the association’s operations.

The California Pool & Spa Association™ (CPSA) is the statewide umbrella trade association designed to promote the industry and to educate the public, local and state regulatory agencies, and the California Legislature on critical issues such as water and energy conservation, water safety and child drowning prevention, consumer protection, and unlicensed contractor abatement. Every regional, statewide, and national pool and spa trade association active in California has an official representative serving on CPSA’s Board of Governors. This promises the widest possible industry base for CPSA’s governmental education policies and industry promotion programs. CPSA and its predecessor (SPEC) have been the voice of the swimming pool and spa industry in California for almost 40 years.
Our Mission
The California Pool & Spa Association™ (CPSA) serves as the statewide public policy representative for the pool and spa industry by advocating on behalf of industry interests before the California Legislature and state and local regulatory agencies. CPSA works with all segments of the California pool and spa industry and partners with other associations to be the central source of information for the industry and consumers relative to professional and consumer education. CPSA also promotes the highest standards of professional conduct in pool construction, service, and repair and seeks to promote the products and services of its members.
